When pressure is applied to the right side of the neck in the lower part, emptying of the external jugular vein can be blocked and it can balloon up. External jugular is a vein present on either side of the neck.  Internal jugular vein is a larger vein behind the neck muscles.

The internal jugular vein reaches the superior vena cava, the largest vein from the upper part of the body carrying deoxygenated blood to the heart. External jugular vein is sometimes used to give medications and intravenous fluids when other veins are not available. A vein is a blood vessel carrying deoxygenated blood back to the heart.
